CIFA recognizes that the captive insurance sector provides a rare opportunity to create real economic activity on the island of Curaçao, much more so than other segments of the financial services industry. The nature of the work involved (legal and accounting) plays to the strength of the Curaçao work force, and can create replacement for the ever-diminishing employment in the financial services sector.

Curaçao is well positioned to attract the captive insurance industry, because of the possibility to create real substance on the island. In many competing jurisdictions this is more difficult to achieve. The CIFA Subcommittee on Captive Insurance has analyzed the existing competitive environment of the captive insurance industry and has attempted to define a strategy that may make Curaçao an attractive location for this industry once again.
